Trees at the former Penfold Park Golf Club in Leavesden will remain protected following a decision by Three Rivers District Council’s planning committee to confirm a Tree Preservation Order (TPO).

The trees, located on St Albans Road at the site which closed in 2016, were initially protected by a TPO served in May 2026. This action was taken due to concerns raised by ward councillors and local residents about the potential loss of trees on the land, which is designated for development in the council's emerging Local Plan.
Felling, lopping, topping, or uprooting any tree on the site without prior consent from the local authority is now an offence, carrying criminal penalties under the Town and Country Planning Act 1990.
Despite an objection arguing the trees lacked sufficient amenity value, the council's planning committee voted unanimously on Thursday 22 October to confirm the order. The Bucknalls Lane Residents' Association also supported the confirmation.
“

"Residents were concerned that important trees could be lost before any future planning application was considered. I am delighted the planning committee has confirmed the Tree Preservation Order to deter pre-development clearance of the site."
