The council is seeking to understand what services are most important to residents and where its available resources can make the greatest impact across the town. This consultation is particularly timely given the ongoing cost-of-living crisis affecting household budgets and the council's own challenges with increasing service delivery costs and demand, especially in adult social care, children's services, and housing.
While the council must legally prioritise essential services and support for those with the greatest needs, it is also keen to understand residents' views on how remaining resources should be allocated. The survey covers a range of issues, including neighbourhood upkeep, waste management, green spaces, road improvements, sustainable transport, support for vulnerable people, tackling homelessness, youth investment, and job creation. It also explores potential efficiency improvements and resource management strategies.
Residents are also being asked for their opinions on major developments planned or underway in Luton, focusing on projects that could generate jobs, attract investment, provide new homes, and enhance local facilities and opportunities. This feedback will help gauge which developments residents believe will offer the most significant benefits.
“"Every decision we make about spending matters, and we want to make sure we understand what is most important to the people who live in Luton. From supporting our most vulnerable residents and keeping neighbourhoods clean and safe, to creating jobs, attracting investment and delivering opportunities for the future, we want to hear where people believe we should focus our efforts."
Councillor Matt Fry, portfolio holder for Finance, acknowledged the financial pressures on both residents and the council. He stated, "There are difficult choices ahead, which is why hearing directly from residents is so important to us - I would encourage everyone to take a few minutes to complete the survey and help inform our priorities for 2027/28."
No final decisions have been made regarding the 2027/28 budget or the council tax rate. The feedback gathered will inform the council's budget proposals before a draft budget is published. The survey is expected to take approximately five minutes to complete.
