Tendring District Council has agreed to postpone the establishment of three new community councils for Clacton-on-Sea, Holland-on-Sea, and West Clacton & Jaywick Sands by one year, with the new councils now set to be formed on 1 April 2028.

The decision, made at the council's Full Council meeting last week, follows the Government's withdrawal of plans for Local Government Reorganisation in Greater Essex. This pause means the existing electoral cycle will be restored, with elections for district and existing parish councils scheduled for May 2027.
While establishing the new councils in 2027 was considered achievable, councillors opted for a longer lead-in period. This extended timeframe will allow for more comprehensive development of plans for the councils' first year, completion of necessary financial and electoral work, and further engagement with residents regarding their desired services and priorities.
Elected councillors to the new councils will initially serve a three-year term, instead of the originally planned five years. This adjustment will align their subsequent elections with those of other parish councils across the district.
“

"The decision to create these councils has not changed. Residents told us clearly that they want a strong local voice, and we remain committed to making that happen. There is no prize for rushing this. Taking an extra year gives us the opportunity to have more conversations with residents, prepare properly and make sure the new councils are ready to champion their communities. This is a sensible and practical approach. It gives officers, councillors and our partners the time needed to do this properly, rather than simply do it quickly, and puts Clacton-on-Sea Town Council, Holland-on-Sea Village Council and West Clacton & Jaywick Sands Community Council on the strongest possible footing from day one."

Councillor Mark Stephenson · Leader of Tendring District Council
The three new councils will comprise 25, 15, and 12 councillors respectively. Clacton-on-Sea Town Council will be divided into eight parish wards, mirroring the existing district council wards, while the other two councils will operate as single electoral areas.
Community councils, also known as parish or town councils, play a role in championing local priorities and can be responsible for services such as parks, events, leisure facilities, and community amenities. They also act as statutory consultees for planning applications.
