The application, submitted by Urban & Civic and Hertfordshire County Council, was resolved to be granted planning permission. This scheme is described as the largest ever considered by the district and includes not only the 3,200 homes but also schools, a new community centre, commercial spaces, open areas, and transport infrastructure.
Nigel Smith, Director for Place at North Herts Council, stated that growing Baldock is a key part of the council's Local Plan. He highlighted that the decision secures significant developer contributions, totalling more than £75 million, a minimum of 480 affordable homes, substantial open spaces, and improvements to Baldock railway station.
Anthony Roche, Chief Executive at North Herts Council, added that the council will continue to collaborate with Urban & Civic, Hertfordshire County Council, the local community, and other partners as the scheme progresses. The decision also requires Urban & Civic to review the scheme to explore increasing the number of affordable homes delivered.
The grant of permission is contingent upon the completion of a legal agreement between Urban & Civic, North Herts Council, and Hertfordshire County Council. This agreement will formalise the provision of affordable housing, on-site infrastructure like schools, and contributions to off-site projects, including highway and sustainable transport works.
